Jay Cutting Sr., President of ReVamp Energy, Inc.

Jay Cutting serves as CEO of ReVamp Energy, Inc., based in Los Angeles. Prior to launching ReVamp Energy in 2015, Cutting was a key contributor to multiple companies that led the company’s financial success with his aptitude for business development. Recognizing early the trend and transition to clean renewable energy, Cutting has positioned ReVamp Energy as a trusted solar contractor. Holding a general B and C46 (solar) License in the state of California, Cutting was recognized in 2021 by solarpowerworldonline, the leading online and print resource for news and information regarding solar PV in the US, as one of the top 500 solar contractors in the country.  Cutting holds a B.A. from The College of Wooster. 

Kenneth Wells, President Of OM Solar Services

Kenneth has been a valued resource and partner for ReVamp Energy since 2017. A 12-year career as a Licensed C10 electrician, Wells has worked for some of the biggest solar companies in the country such as Sun Run responsible for thousands of solar systems being commissioned and installed. Wells brings a wealth of knowledge and hands on experience to the ReVamp development team. With a passion for workforce development, Mr. Kenneth Wells is responsible for hiring and training the workforce of the future equipping them with the skills and knowledge they need to be a resource in the field.  

Together with Mr. Cutting, the two of them bring a Full-scale development team that handle the smallest of residential jobs to large scale utility projects. Strategically aligned with Bedford Energy, who provide capital and capacity the Revamp team is vertically integrated with a hands on team with a wealth of knowledge and experience.  

Mr. Anthony Exposito, P.E.

Tony is a California Licensed General Contractor (General Construction, Plumbing and Electrical), with over 30 years of experience in residential, commercial and industrial construction. During his tenure as a builder, he has been involved in the design and construction of fast food tenant improvement projects, restaurants, and bakeries. He built 3-10,000+ sqft. commercial buildings, 28 single family residences and 2 apartment buildings. Tony managed commercial construction projects (for International Builders) in Nicaragua, Puerto Rico and Mexico. He has worked as a lead project manager for the design and construction of large scale telecommunication facilities, industrial processors and solar installations. Tony is a California Licensed Professional Engineer (PE).  He is a graduate of the University of Southern California’s School of Engineering (BSAE, MSAE, MSME).

Jay Cutting, Sr (president)

David serves as CEO of Safari Energy, LLC, based in New York City. He previously served as the company’s CFO, starting in 2017. Prior to joining Safari Energy David was CFO of QBS, a real estate services firm, where he led the company’s financial turnaround with several growth and cost cutting initiatives. He was previously SVP of Accounting Policy at Citigroup Investment Bank and a Senior Manager in Ernst & Young’s Financial Services Office where he advised clients and audit teams on structured products, derivatives and financials instruments. David holds a B.S. from Rutgers University, an M.S. from the University of Virginia, and an MBA from Columbia University.

Kenneth Wells, President of OM solar services

Kirk joined Safari Energy following a 12-year career with Siemens, where he most recently served as President and Chief Executive Officer of Siemens Financial Services, Inc. as well as CEO of the Global Energy Finance business. Kirk has over 25 years of experience in the energy sector having been an engineer, developer, advisor, OEM, lender and investor. As Chief Commercial Officer, Kirk is responsible for leading Safari Energy’s Business Development, Asset Acquisition and Project Development teams.

Sharon Sumpter
Chief Executive Officer

Ms. Sumpter is a visionary and astute business leader for the community and the organizations she serves. She is a seasoned real estate development professional with over 30 years of progressive experience; Sumpter has been instrumental in securing over $200 million in financing, using municipal revenue bonds, tax credits, conventional and other multi-tiered layered financing structures. Her work encompasses master planned communities and transportation planning services for a wide variety of projects. These include a number of award-winning projects having unique design, environmental or challenging financial issues located throughout the U.S. in such places as California, Florida, Nevada, and Wisconsin.  

She is hands-on with having had the primary responsibility of managing complex day-to-day activities of multi-disciplinary development projects. Her wide array of experiences as well as “lessons learned” has resulted in the establishment of an innovative civil society organization, Ausar Economic Development Corporation (AEDC) – (www.aedcorp.org). 

As Bedford Energy’s CEO, Ms. Sumpter is responsible for developing the company’s strategic plan by studying technological and financial opportunities while defining strategy, vision, and the execution of new partnerships.  Her primary role is to facilitate negotiations with carriers regarding pricing; inverted leases, Sale –Leasebacks, partnership flips, and PPA’s. Other duties include negotiation of acquisition, brokerage, and partnership agreements with generators coupled with overseeing and performing financial analyses, detailed market and credit evaluations, financial modeling, risk assessments on innovate energy projects. 

Sumpter is also charged with expanding relationships in the solar Financial Services eco-system. 

Charles Quarles
Chief Financial Officer

Mr. Quarles earned a Master of Business Administration, Harvard University, Bachelor’s degree in Business Administration, California State University, Los Angeles, and served as a Medic in a MASH unit of the United States Army during the Vietnam War. 

 Mr. Quarles has led the Bedford Group of Companies for the last 40-years, which has been a leading real estate development firm in Los Angeles providing solutions for urban communities throughout southern California. In his role as CFO, he will assist BE with building external stakeholder relationships addressing capital and customer needs.  Mr. Quarles is responsible for the financing and structuring of all transactions. 

 Recognized in the Los Angeles Business Journal’s “Who’s Who in Finance and Industry” and “Who’s Who in the West,” Mr. Quarles has established a proven track record of developing quality housing projects that provide a sense of community, home, style, and value. 

Starlett Quarles
Director of Marketing

Recently nominated by the Los Angeles Business Journal as a “2021 Woman to Watch,” Starlett Quarles is a passionate, longtime advocate for the progress of Black Los Angeles and urban communities across the country. 

 A Third Generation Angeleno and Community Builder, Starlett’s family has been instrumental in the revitalization of South Los Angeles’ affordable housing landscape through the legacy of her grandfather’s framing and construction company, as well as her father’s real estate development firm, The Bedford Group of Companies. As a result, community building is in her DNA.  

As Director of Marketing and Communications, Ms. Quarles is responsible for managing the department’s daily operations; as well as overseeing the branding, marketing, advertisement, media, messaging, and public relations strategies for the company and all its development projects.  Ms. Quarles has a knack for building company images by collaborating with customers and organizations while holding to ethical business practices.
